President Trump is renewing a post-9/11 emergency proclamation that gives him broad powers to mobilize the military, hire and fire military officials, and work around limits on the number of generals that can serve.

For the second time during his presidency, Trump announced Monday his administration is renewing the post-9/11 emergency proclamation. Trump is the third [14th] president to renew the proclamation.

“Because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency must continue in effect beyond September 14, 2018,” Trump said in a notice to be sent to Congress.

The proclamation grants the president, in addition to the aforementioned powers, the ability to call up the national guard and deploy troops overseas.

Former President George W. Bush signed Proclamation 7643 in 2001, days after terrorists crashed planes into the World Trade Center, the Pentagon, and a field in Pennsylvania.

The National Emergencies Act requires that the president renew the emergency at the end of each year or at the date the proclamation lapses. Congress is also supposed to review the state of the emergencies every six months, but it, notably, never has.

In 1973 a senate committee reviewed the war and emergency powers the office of the President had claimed since 1933. They released Senate Report 93-549. Here are excerpts from that report:

Since March 9, 1933, the United States has been in a state of declared national emergency.

These proclamations give force to 470 provisions of Federal law. These hundreds of statutes delegate to the President extraordinary powers, ordinarily exercised by the Congress, which affect the lives of American citizens in a host of all-encompassing manners. This vast range of powers, taken together, confer enough authority to rule the country without reference to normal Constitutional processes.

Under the powers delegated by these statutes, the President may:
seize property; organize and control the means of production; seize commodities; assign military forces abroad; institute martial law; seize and control all transportation and communication; regulate the operation of private enterprise; restrict travel; and, in a plethora of particular ways, control the lives of all American citizens.

On October 20, 2017 Donald Trump signed Executive Order 13814 extending the state of emergency. Like all of the Presidents since 1933, Trump maintained the unconstitutional powers the state of emergency authorizes.

Under federal law, a national emergency declaration lasts for only one year, meaning that the 9/11 terrorist-threat national emergency has now been re-declared 16 times. And the number of agencies the White House has created to deal with the ‘national emergency’ has grown to over 600 – the worst and most insidious being the Department of Homeland Security.

In December last year attorney Stewart Rhodes’ organization Oathkeepers released a new documentary called Midnight Ride – when rogue politicians call for martial law.  It was based on a book written by attorney Edwin Vieira titled By Tyranny out of Necessity.  This documentary is a perfect example of gaslighting. The term gaslighting was coined after the movie Gaslight which was released in 1944. In the film the husband relentlessly denies the reality his wife is experiencing; making her doubt her own perceptions and sanity.

Gaslighting is a form of emotional abuse where the abuser manipulates situations repeatedly to trick the victim into distrusting his or her own memory and perceptions. Gaslighting makes it very likely that victims will believe whatever their abusers tell them regardless as to their own experience of the situation.

Midnight Ride – When Rogue Politicians Call for Martial Law represents one of the more egregious examples of intentional misdirection being inflicted on trusting Americans. In the video they demonstrate that since 9/11 and the passage of the Patriot Act, the ‘government’ (who they refer to as “rogue politicians”) has been implementing unconstitutional martial law policies due to the national emergency known as the War on Terror and that the source of many of these policies is the Executive Branch’s Department of Homeland Security.  Of course they don’t mention the fact that our current fascist version of “Homeland Security” was made in Israel and paid for by America’s worst enemy AIPAC. They also don’t mention the fact that Israel’s Mossad was responsible for 9/11 in the first place, according to US Army War College veteran and Jew Alan Sobrosky.

Midnight Ride demonstrated that the Department of Homeland Security is responsible for the creation of a police state and that law enforcement has been trained to treat the American people as “enemies of the state”, which is true.

The documentary features multiple men expressing their opinions that the United States Constitution has no provision for Presidential ‘rule by necessity’ or ‘war and emergency powers’ authority. This is where gaslighting comes in big time. The fact that emergency powers have been in place since 1933 (for more than 80 years) was officially disclosed in a major Senate Report (93-549) back in 1973. Attorneys Stewart Rhodes and Edwin Vieira are either incredibly uninformed or they are intentionally keeping their followers in the dark. Either way they are not trustworthy.

Since being inaugurated in 2009, President Barack Obama has issued 30 Presidential Policy Directives (PPD), 19 of which he has ordered to be kept secret from Congress and the American people.

Barack Obama campaigned for president promising to usher in an era of transparency in government. That promise stands next to “if you like your doctor you can keep your doctor” in the Barack Obama Presidential Hall of Shame.

No less than USA Today called attention to these secret orders in an article published on June 24. The article explained:

Of the 30 PPDs issued by Obama, 19 have not been released. And for 11 of those, the White House has not disclosed even the subject of the order.

“It’s not only the public that doesn’t have copies. It’s also Congress that doesn’t have copies,” Aftergood said. “It’s a domain of largely unchecked presidential authority. It doesn’t mean it’s bad, but it’s lacking in independent oversight.”

But they have the same legal force as an executive order, forming a body of largely secret law, said Harold Relyea, a political scientist who advised Congress on national security directives before retiring from the Congressional Research Service.

Obama reclaims ‘war and emergency powers’

This has been an ongoing ritual since 1933 according to Senate Report 93-549. Once the emergency is declared, the common law is abolished, the Constitution is abolished and we fall under the absolute will of Government “public policy”. We’re under a system of public policy, (War Powers).

All the government needs to continue is to have public opinion on their side. If public opinion can be kept, in sufficient degree, on the side of the government, statutes, laws and regulations [and Executive Orders] can continue to be passed. The Constitution has no meaning. The Constitution is suspended. It has been for over 60 [80] years. We’re not under law. Law has been abolished. Obama reinstated ‘Presidential’  emergency powers on September 10, 2013.

Consistent with section 202(d) of the National Emergencies Act, 50 U.S.C. 1622(d), I am continuing for 1 year the national emergency previously declared on September 14, 2001, in Proclamation 7463, with respect to the terrorist attacks of September 11, 2001, and the continuing and immediate threat of further attacks on the United States.

Because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency must continue in effect beyond September 14, 2013. Therefore, I am continuing in effect for an additional year the national emergency that was declared on September 14, 2001, with respect to the terrorist threat.

This notice shall be published in the Federal Register and transmitted to the Congress.
